Yes; it is never meant as a compliment. The person that said it believes that you stick your nose in where it doesn't belong in everyone else's business while you have thing in your own area that need tending to...you keep yourself busy with other peoples' problems because you don't want to deal with your own.

While it can get annoying (after all, you have to be careful what you say around someone who is a "busybody" lest they gossip), I think it's usually tough for me to "dislike" that person because I know that deep down he/she probably means no harm and is just curious or trying to make friendly conversation, rather than intending to be nosy. Sometimes I've probably even been considered a busybody, and I'm sure most people with an outgoing personality have. If someone is a busybody and people don't like him/her, i'm sure there are other contributing factors to his/her social undesirability.

They might not dislike you for being a busybody but they probably dislike whatever you did to cause them to say it...

It doesn't mean that they dislike you totally just that part of their character defect of being a busybody.

I think if you are telling the person something for their own good(like don't drink too much, don't take drugs, don't verbally abuse your child-ren). As for me, I won't offer an opinion otherwise, unless I am asked. Hope this helps. Great question...
