Your PC is able to multitask, run many programs at once. Some of these programs are currently in use by the operator and others programs are activated automatically everytime you boot your computer. In order to see what else is running on your PC after you have shut down your software hit the Ctrl-Alt-Delete keys at the same time to bring up the task manager and check Applications as well as Processes to see whats running in the foreground and back ground of your PC. If you don't understand what each process is for just type the name of the process in your search engine and almost everytime a discription will come or some information will come up giving you an idea of what that process is doing and whether or not it is something you should end. Eventually you will get to the one being used. Since your message was incomplete I can not tell you the name of the Process to end so that you can delete it.

that can happen if you had used the program that is using the file and the program was shutdown, the only way to remove the file is to restart your computer and before you do anything else, delete it. if you have done this then restart your computer, press and hold the f8 key as your computer is restarting, for a few seconds (about five) and then when a menu appears, select safe mode, windows will boot, tell you it is running in safe mode (yes things will look odd, don't worry, it will be back to normal after you restart again), after you tell windows ok to let you in, find the file and delete it, empty the recycle bin and restart normally (without holding down the f8 key) and when you get back to windows the file should be gone.

Scan the file with your anti- virus program and anti spyware program to rule that out. If that isn't the problem then you have a program running in the background that needs access to the file.
