Hard to say best for what, for surfing and swimming---the beach, to entertain kids ---the Pier, to shop-- the 3rd street Promenade...or you can add more specific info above...hope this helps..

to live or go? to live in IF YOU CAN AFFORD LOL North of Montana otherwise 15th street or closer to the beach. Promanade, mall and beach are all good areas.
