I have a 1999 Dodge Intrepid and my car always bottoms out because it is so low to the ground. The bottom bumper hits everything and now it is hanging off. There are only 2 bolts holding it up. one on each side. Do I need to put it back on or can I take it off. Will it hurt my car in any way?

You can't remove the bumper itself. The airdam/skirt under the bumper can be removed but you will lose the protection it offers to the parts in the lower section of the engine compartment. You might also consider getting your shocks/struts checked out. Since your car is bottoming out they might need replacing.
I used to own a 1985 Volvo 240 sedan. As a rule, these cars do sit very low...only 4in of ground clearance. If I had go up a steep incline I always had to enter and exit at an angle.

If You Have A Problem ,It Is Legal To Cut Pat Of Your Bumper Off, And It Wont Look To Bad. People DO It All The Time To Show Off There Intercooler.

It is against the law to drive a vehicle without bumpers. Put it back on and watch where you drive.

that air dam creates turbulance behind it which is used to help pull air thru the rad for cooling and also pull heat away from the engine.a lot of chryslers with that missing will start burning oil because of the excess heat in the engine
