Yes I don't care if it is over the phone anything to do with sex from kissing to the actual act weather it be over the phone or in person, it's cheating. Then if your not sure you can always think how you would feel if you found out that he had phone sex with some one else while you were dating. Come on no woman wants her man to think of any other women naked that's what phone sex is, and you know it deep, down inside your gut, you know you'd be wrong to.

In my opinion, anytime you do something sexual with another person (phone sex, petting, passing notes discussing it etc) it's a form of cheating. It gets your mind going, and often times it will lead to something else.
