I want to know when writing a resume do you write the university's name twice, or can it be written once.

I would list the university twice, especially if one degree is "higher" than the other (i.e an MBA after a BA). If they are equivalent degrees (a BA and a BS, for example, though I can't imagine why you would have done that), I would list them in chronological order with the latest one first.

I'll will put it anyways; but if you don't want to, just make sure you have the space below the same college name, so it look like you achieve the degree in the same place.
