Is it better to apply from India or go to the US and apply? They have been to the US before on H1 / tourist visa.

Have your parents do this the right way. Entering the US on a tourist visa e.g. with intent to immigrate is not the right way and if found to of entered with immigrant intent, one can face a ban. Not worth the risk if you ask me.

You may file the petitions from overseas, if you are residing overseas, but the petitions (I-130) must be filed with the USCIS office having jurisdiction over your (intended) US residence - petitions are no longer accepted at US foreign missions.
