I don't know about Central London but there is a Hairdresser Wholesaler Near Hither Green just in the industrial estate

Ive never had a problem buying these in Tesco, dont know if they in central london tho.

you can buy the bleach at any beauty store but for crazy colours i get mine from an internet site called renbow,opt for the crazy colour range or you could try ebay.
