I have a light/fan combo that allows you to turn them off independently. If I have them both off but the light switch on, will I still be wasting electricity?

No. The only difference between the two is that the switch cuts off the supply of electricity at the switch on the wall, so your fan gets no juice whatsoever. Turning it off at the fan, means the line leading to the fan is active, but because you aren't using it, there is no drain.

No. It only uses it when the devices are actually running.

no, only when the circuit is complete. ( turned on )
