As you've already identified, black in will show up well. Other colours which may work with your skin tone would be warm colours like reds. Basically, though, the thing to bear in mind is that your natural skin tone will show in the finished tattoo - sort of like a stained glass window, or the paper showing through the paints in a watercolour painting. The inks won't form a solid block of colour because they sit beneath the surface layers of your skin, rather than on top of it. For this reason I would suggest that you avoid colours such as white, because although they may seem like they'd show up well, they'd end up looking patchy and pretty awful.
It's worth literally experimenting with a sheet of paper close to your skin tone, and transparent watercolour paints or inks, to get some idea of what colours work well and what don't. I'd also suggest getting advice from your tattoo artist. Another factor to bear in mind is that the design is at least as important as the colour scheme; if you choose something clear and bold it'll show up much better than something fiddly or indistinct.

This may be a wee bit contentious but white ink will show up on black skin very well. If you want to put a further layer of blue (country blue is the 'real' name) on the white, or a red, then that shows up really well.
Have a look at Lucky Diamond Rich's website and see how his black skin has layers of colour on top of it. He was white once upon a time.

About a month ago i got a tat, of an angel, the outlining in black, which showed up great, and the coloring of purple(u prolly woulndt wnat ) and baby blue, and im a deep carmel color...i love it!!
My cuz also has a tat with green, shes a darker complextion and it look bold!!!

as you have a dark coloured skin then it would be fairly hard to distinguish between the various colours that are normally available however red, green and blue have been known to go quite well into darker skin tones. depending on the tone of skin that you have depends on the colour of ink that would go well

its quiet difficul to see throught the dark skin but if you like Ipod you may go for white color
