You must get planning permission as such issues as overlooking neighbours etc will have to be resolved. If you already have windows on the same elevation as the new window it is unlikely you will be refused but better safe than sorry.

for the window definitely yes , you would be changing the property structurally as well as altering the way it looks from the outside .
the partitioning is fine without permission .

additionally, for a bedroom, the window opening will have to satisfy the building code, in your area, for egress requirements.
in other words you have to be able to get out the window if there's a fire outside the door. and there must be a window in order for the space to be considered a bedroom.

Call the city and county building department and find out what is needed. If it is relatively easy and inexpensive, go ahead and get the permit.
If permits require inspections, they can assure you the construction is being done right.

If you live in Britain then I would imagine you would. I think, in the not so distant future, everyone will need permission to breathe in this country, and then we'll be taxed on it!
