Unfortunately English grammar is a bi***. There is a rule for everything, and exception to EVERY rule and even exceptions to exceptions. If possible, you want to take a class on grammar as it is far less confusing to have someone directly on hand to ask. If for whatever reason you don't want to do a class, the following link may give some help.

I don't know about websites, but I would strongly recommend the book "English Grammar and Composition" by Wren and Martin, which would be easily available in any bookshop.

Strunk and White's book, The Elements of Style, is very small and has all the rules that you need. You can get the whole book online, in the 1918 first edition that was written by William Strunk, Jr.
