How can I say I love someone without necessarily telling him or her that I love you?

Just look in her/his eyes and hold on for few seconds and then smile and then try to tell something and then when he/she says asks , think for a while and say "nothing, just dont want to loose the sight , you got a good smile ( or something like that)".

You can always say that you love the person you are when being with them, or you love the way they make you feel. Try hesitating for a while when you say it so that it makes them feel that this is what you want to say but you just don't yet!!!

It's not necessary to tell the person that you love me, especially since you don't know me. Heh! But, to answer your question, love is something one feels more than one hears with words. There are a lot of ways and i think it was already mentioned by others. but just show him/her that you care, by being always there for her/him, listening and it should be really listening to whatever his/her problems.
But it's still best if you can atleast say it just once! So as not to create confusion on the part of the guy/gal.

just say it! but make shure u feel that ur partner feels the same. if u say it to her and she doesn't feel like she absolutley loves you yet she mite feel pressuered and suffocated. but if ur pretty sure she'll probably say it back : )
