law enforcement is never harsh to law abiding citizens

law enforcement is the same thing as the Nazi SS, true there are helpful law enforcement people and they are needed, but on the other hand they are legal criminals or just plain rats that act as they never did anything that was illegal. Use to much fuel and eat to many donuts.

What do you mean can be harsh, it IS harsh. It is literally a jungle out there in the streets.
