There are no passport requirements for re-entering the states via cruises until Dec 31, 2007.
As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.
So if you are returning to the states before this date, then no passport is required (but it couldn't hurt to get one, my wife and I did in the event that some unforeseen circumstance may require us to FLY back due to an emergency).
Flying & land-based travel began in January 23, 2007, but cruising has been given a special extention.

There has been a change in the passport requirements for the United States as of January of 2006. You need a passport to re-enter the United States if you go ANYWHERE that is not a US state or territory. That includes the Bahamian Islands. you want a passport to get into any u . s . no count number number the way you enter except for Canada even as arriving form the U.S. all you want is a drivers license & beginning certificate or passport.

As long as your flying portion of the trip in from one location in the US to another location in the US you do not need a passport.

To my knowledge you only need a passport to cross a border. Even to canada or mexico.
