Respect. Be a gentleman. Sometime just your actions toward her will speak volumes about you without even saying a word. But communication works to. Strike up a conversation and get to know her. If she turns you down, then it's her loss and she could miss out on the person who could change her world.

The best would be to build up a friendship with her first. You could just introduce yourself :) It'll give both of you a chance to get to know each other.
In a relationship, its important to have a strong foundation. That solves communication problems.
