I am currently tryong to convert my entire household to energy independence. I live near a running water source, a creek. Is it legal for me to build a hydroelectric generator to exploit it? I wouldn't be interrupting the ecology, just a series of small propellers on the surface.

A series of propellers on the surface will likely be totally ineffective. In order to harness the power of the water there must be a vertical distance through which the water can fall to rotate a turbine. Without this head there is no energy. Do a web search for micro hydro electric turbines for more information. There are systems which use a large diameter pipe to carry water from a higher elevation water reservior to a turbine beneath. Perhaps something like this could help with your project.
