I have heard that there some other OS which allow this.

With Windows create a link (which is essentially what a short cut is but short cuts are links that live on your desktop) and rename it. Do this with a right click and create shortcut. Then right click on the short cut and rename it. Many HD utilities will ignore shortcuts and there are some potential path issues that might force you to duplicate the dir in question and create an @ command plus the need to use the windows port of rsynch to synch the dirs.

With Linux just create a symbolic link or hard link depending on what you need to do with it. During the link creation you have an option to give it any names you want. You can also change permissions on it. Unlike windows which will inherit all of the permissions of the origional. You might consider using Linux for this task as it will have support for quite a few aspects that are implied by having multiple names for the same dir. Much of what you want to do may have to be kludged under windows but has been supported for over a decade in Linux.

yes in a way, but it would involve shortcuts,
1. simply go to where you want the shortcut to be,
2. right click and go to new-> shortcut
3. pop-up appears asking for location of item, hit browse and find where folder is located, hit next
4. choose the name for the shortcut, and hit finish
