Um well i think because paper can decompose but plastic wont.
If an animal eats paper its not such a big deal but plastic cant be digested as well and can suffocate animals and babes. So that is why i think paper is better

It might not be. Paper is from a semi-sustainable resource (trees) and it biodegrades, two big pluses, but it's very heavy (compared to plastic) which requires more energy to produce and more fuel to truck it to the stores, more fuel in your car when you drive the groceries home, and more fuel in the garbage truck when it's taken to the dump, it may seem like a small point but multiply it by billions of bags and it makes a difference. Both paper and plastic bags can be recycled, although it's sometimes a pain to find a place that will take the plastic.

For disposable products, paper is the better choice.
Most (vast majority anyway) paper comes from tree farms, not forests as many people seem to think. The old growth timber (from the forests) is used primarily for structural material.
Now, trees are made of carbon from the air (CO2) and thus paper production is reducing the levels of atmospheric carbon and helping to offset (a little bit) the carbon accumulation brought about by fossil fuels. Paper products are also durable, cheap and biodegradable.
However, plastics are not all that bad either. They are made of the fractions of crude oil that we don't use for fuel, as are many other chemicals. They are durable, stable, nontoxic, and lightweight so they require less energy than metals to transport, and much less to produce.
Of course plastics come from a limited and nonrenewable resource (oil) and are not biodegradable, so they are better reserved for long term or permanent applications and should be recycled. The short useful lifetime of disposable plastic items makes constant recycling of them wasteful, consuming a huge amount of energy that would be better applied to making the same items out of paper.
So paper is better for disposable items, but plastic is a great, environmentally friendly material for a huge number of long term applications.
It is noteworthy that it is NOT environmentally friendly to recycle paper, especially disposable items. This is a myth started by grossly uninformed people who didn't know that almost all wood pulp used for paper comes from FARMED trees and were overly concerned about landfill space, which we have PLENTY of. It has turned into a huge waste of money and energy that contributes to our rising CO2 level and is a direct drain on our economy.
Paper is biodegradable and therefore not irresponsible to throw away. More energy is required to recycle a quantity of paper (collection, transportation and processing) than to create the same quantity with agriculture. Recycled paper products are also of a lower quality, and for many products recycling can actually produce more harmful waste than direct production from wood pulp. Add to that the fact that every kilo of recycled paper almost a kilo more carbon that could have been removed from the atmosphere at a tree farm, which are often on land that would not otherwise be productive. New paper uses less energy to produce, creates less hazardous byproducts, removes carbon from the atmosphere and contributes to the economy. There is no valid reason to recycle disposable paper products.

Paper is a natural substance got from trees and small plants.So it can be recycled without any harm where as if you recycle plastic,it will leave out some very harmful substances.
