I find that when I take pictures with my digital camera, my pictures will sometimes have little bubbles/balls of light in them that ruin parts of the picture. Is there something I can do or control on the camera before I take the picture to minimize these?

That's called lens flair. You get it when you have the sun or some other bright source of light in the picture / just out of shot. You can eliminate it in future shots by avoiding those compositions, or by using a lens hood / holding your hand over the lens to block out the sun.
As for the pictures you've already taken, it's a very tedious & skilled job to retouch your pictures to eliminate flair. (You'd need to do it one picture at a time.)

I guess your camera lens must be dirty. Try rubbing it with a cloth (not a normal one, try the spectacles/glasses cleaning cloth)...
since it takes away dust and doesnt leave smudge marks (that you can get from rubbing with tissue or a normal cloth)

You must be surrounded with them.
