I can't remember him saying that but several scientists did state that low lying areas, especially coastal towns etc will be affected and hence, millions of people. You can't relocate everyone. Only the rich will have the money and resources to relocate and settle somewhere else far from the flooding and decreasing area capacity of coastal cities. Some people, i.e. the poor, will have to experience this flooding. The world is already over populated. No other country or town / city or state / province will want to accomodate more people.

like the people relocated when the tsunami came
and like the people relocated with the tornados
and the people who got flooded by the recent hurricanes
,in India .in Bangledesh ,there are so many people locked with in low lying lands ,with nowhere to go ,to be relocated to if floodings would occur
many millions would die just there alone
in mexico with sudden floods from rains hundreds of people are suprised and always some die
over and over again
relocation is a theory that is practically impossible
when at what point would people relocate ,and where do they go .
most people cling to the beams of their roofs because they dont want to leave the only place they own
to expect them to go walking around with out food with out belongings into places where there are already other people ,who will not be happy with an invasion of refugees
even when disastres are happening governments got a hard job at relocating people ,
even in a civilized country like the USA
what do you think is possible in third world countries
with hundreds of times more people and millions of dollars less.
this is reality

It's not that simple. The seashore wouldn't necessarily gradually rise. Really, the floods would suddenly and violently manifest themselves during hurricanes and typhoons. THEN people would notice that water levels had greatly increased but by then it would be too late. Plus, don't forget that much of the world population living along shores is very poor. They couldn't just pick and leave for higher ground.

The problem is not drowning, it's starvation. It's not flooding. it's damage to agriculture.
Global warming will change patterns of precipitation and temperature. Very low lying agricultural lands will be wiped out by salt water damage in storms.
Rich countries can cope, but it will cost them hundreds of billions of dollars. In poor countries already struggling to feed themselves, a lot of people will die of starvation.

If that does happen his glowing mansion on the hill will serve as a light to guide all those who ply the treacherous waters. Maybe John Kerry will patrol for survivors in his swift boat. Thank goodness they'll be there for us.
