Say Hallo to her so that she may know you exist, Take her out for dinner and if she says yes she is willing to give you chance to know her. Make her aware that you are there, If you are a lady do the same, Greet the guy and make comments on the way he is dressed or his perfume then you will fish him towards your pond

Go up to the person and introduce yourself. Ask them if they'd like to go out some time. Or after the introduction and a few days of saying hello - ask if they'd like to go out for ..... coffee, a bite to eat or dinner.... some day. Good Luck
