Pores get clog on top of your head too by oils so, yep its possible and normal.

Sure, the hair follicles on the head can suffer the same kind of blockage resulting in a pimple.

happens all the time especially if you do not wash your hair on a daily basis. Most happen near the hair line, but can occur anywhere on the scalp.
