I think it's pretty obvious that if you give up your US citizenship and obtain Indian citizenship then you can vote in India. Why wouldn't you be able to vote in India if you are a citizen of India. Or did you screw up your question?

And if you're asking about some kind of absentee ballot then contact the Indian Embassy. Plus, if you give up US citizenship then you'll probably have to leave the US and apply for a VISA, etc like any other foreign national.

I doubt india allow dual citiznship.
Note that if you are a US citizen you are not allowed to pledge to any other country.
