You don't. They're made out of iron or 440 stainless steel. Which, unless you have some actual training/schooling in metal working you cannot make a real Kunai. However, your desire to have a kunai can be two-old: do wish to train in martial arts involving this type of wseapon? Or are you trying to find a realistic costume/cosplay piece?
If you are seeking real martial arts training, then you can buy Kunai's at lots of martial arts supply stores. just type in the name in google, or on ebay. However, I have a few years of experience in knife fighting and throwing, (kali, ninjitsu throwing techniques). And I should tell you taht a Kunai is hardly the most effective knife weapon. As far as I understand (unofficially) the kunai was developed for 2 reasons:
1)to present a functionable cross between a throwing knife and a dagger (or wakizashi), having the length and handle for stabbing and slicing, but also being light and balanced for throwing.
2)to be attached to the end of a whip chain, and the spun around the fighter as a deadly addition to this martial art form.
As far as these two reasons go, there are much better ombat knives for sale that are more durable and cheaper to boot, (a kunai is made with a lot of metal). You can look on the same pages that sell the kunai's.
However, if you are merely looking for a costume piece, they actually sell an official naruto brand Kunai for costumes and if you ask this question in the costume section of Yahoo answers they could tell you how to make a non-functional replica.

wow u wanna make something you saw on an anime? how old are you?
anyways i dont think you are gonna be able to make em so ur better off buyin em which a knife or sword shop might carry em
