Vinegar is actually made from wine thats stored a certain way and left for a period of time. So it makes sense that if the companies have the facilities to make wine, they could easily make vinegar.

Exposed to the air the fruit will turn to vinegar. Sealed with air locks the juice ferments and develops alcohol. The best fruit is selected for wine the other makes good vinegar. similar equipment and materials are used for both so it makes sense.

Exposure to oxygen and the acetobacter bacteria is what converts wine to vinegar. Acetobacter can be floating in the air or carried via fruit flies. The bacteria require oxygen and actually consume the alcohol and the process converts the alcohol to acetic acid...the acidity in vinegar is roughly proportional to the level of alcohol in the brew being converted (cider, wine, etc.) Typically, though, commercial vinegar is cultivated using "vinegar mother" which is a jelly like colony of acetobacter that forms at the top of the brew. Using this from batch to batch instead of wild strains of bacteria insure that the quality and characteristics are consistent from batch to batch.

These people are all wrong, when you ferment wine you must add yeast that eats the sugar in the grapes and produces alcohol. Vinegar is made when you don't add yeast, so instead of fermenting it turns to vinegar.
