When I turn the key, the voltage regulator starts makeing noices at me and the starter doesnt do anything. Does anyone know what might be wrong? Also does anyone have a fuse box diagram for a 1971 mustang mach 1?

Are you sure it's the voltage regulator? It sounds more like the fender mounted starter solenoid. If the unit looks like a round tube with a large terminal coming out on each side, it's the solenoid. If it's a square, rather flat, box with a flat connector with 4 wires attached to it, it's the regulator. If it's the solenoid, locate the side where the large cable leads back to the battery. Hook up your negative booster cable between the battery negative and the engine. Try starting. If ok, repair the engine ground. if not, connect the positive cable to the + side of the battery and touch the other side of the solenoid( not the battery side). If the starter cranks, replace the solenoid. If not, check the cable connections between the solenoid and starter. If OK, replace the starter. If it's the regulator that's buzzing, there is a stator wiring short in the alternator that is causing a high current draw across the diodes when the ignition is on. Replace the alternator.
