There are many breeds that are black and tan. Although I get the feeling you are looking for the answer to a joke so here is my try, A black lab that laid out in the sun too long. Any way rotwielers are by far the nicest looking black and tan dogs.

Down here in the south its called a hound. A hound is good for tracking. He or she loves to go hunting at night for coons. At least that is what i have seen. A black and tan is valued in the south.
