Hi there. Windows XP requires heftier system requirements before you can address the question of "run better". I have provided you the "minimum hardware system requirements" from Microsoft that will outline what you'll have to have before you can consider the move to XP. Through several years of tried and true experience working with Windows XP, I can tell you that it likes a lot of RAM. Honestly, anything less than 512MB, the operating system will not be considered "speedy". Most people consider 1GB of RAM to be the sweet spot for XP, but this depends on the processor speed.
Even though you'll see 300MHz or higher, I would have to say that unless you have a machine running at or above 600MHz, the system will struggle to keep up.

It depends on how old your PC is. XP is more demanding than 98.
Facts: Windows 98 is no longer supported be Microsoft. This means no more patches for faulty software, holes that allow viruses in and general fixes to the OS. Windows 98 can be stable, but only if you know what you are doing. The Good: It only needs 256 MB RAM to run efficiently.
Windows XP: Requires newer 3rd party software. Requires 20 GB Hard Drive or bigger (get bigger), Requires at least 512 MB RAM to run efficiently. More RAM would be better.
Windows Vista: Will NOT run on your current PC. You will need an entire new computer for most of Vista to work properly. Or to run at all. If your PC is so old that it came with Windows 98, you can bet Vista will not be able to run on it.

If you have 98 now, you may not be able to run XP.
XP requires more RAM and takes a lot more space. A faster CPU is also often needed. So be sure to check microsoft's site to see if you can run it.
I wouldn't think about going to Vista (the latest copy) on a machine that currently runs 98.

I think if I had to make that choice I would probably just stick with windows 98 unless it was that annoying version that came with IE intergrated as part of windows/ that sucked.

Keep your 98 and do a dual boot with UBUNTU or XUBUNTU, they are free, reliable and up to date operating systems. Once you have one installed, you gain access to thousands of free programs.
Remember to back up your data before making any changes to your computer.

XP is faster and much more stable, however, for best results you should have 256mb of ram at least and a decent processor.
The benefits are visual, speed, and security. I myself would reccomend upgrading.
