They are specially cultivated aliens that do not have the capability to survive outside large nutrient-filled tanks. They are basically giant brains that have many electrodes, tubes and data cables plugged into them. The scientists and medical men who maintain the giant brain-aliens also interpret the electrical and electrochemical signals that emanate from these hyperintelligent beings. With this data, they provide information of the highest level to the world's policymakers. These policymakers make a once-yearly pilgrimage to the think tanks, where they don scuba suits and do a ritual thank-you dance to appease the temperamental brain-aliens.

Think tanks is just a term to describe an organization or group of highly skilled people dedicated to accomplishing a task, or series of tasks by rational thought and scientific method. A think tank can be a group of people working towards developing a cure for cancer, or figuring out how best to wash garbage trucks.
