I would say that in almost all states NO unless you neglect telling them about the revocation in MO. Keep in mind if this were legal everyone that had say a DUI would just go up to Georgia and get a new D/L. They may ask on the application if you have a license in another state and giving false information (saying you do not have one) is a crime. If they determine that you have a suspended/revoked license in another state by application or back-round check I don't know of any state that will grant you a license. In addition if you get pulled over in AZ with a valid license, but have a revoked MO D/L and the officer finds out, he can always charge you for the revocation in MO even with the good license. The officer will not be happy when he sees that and will get your AZ license revoked as well.
P.S. I am an officer and it is very easy to run a check from other states on a person for warrants of a revoked/suspended D/L.
Best thing to do is clear up the revocation and do what it takes to get this off your chest. GOOD LUCK!

Most states are what's called compact states. In other words, they will honor the suspension you have from another state. When you go to the department of motor vehicles (or whatever they call it in that state), they will ask you to turn over your out of state license. If you cannot display one, then they will run your information to find out the status of your license. Once they see the revocation, they will not issue you a license until your revocation is up.
On the bright side, if you were moving to one of the six non-compact states, then they would not care about what your driving record looked like in the other states. The following are the non-compact states: 1) Alaska 2) California 3) Michigan 4) Montana 5) Oregon and 6) Wisconsin.

I live in AZ and know about DL privileges. Pick a different state and come here. BUT- I will not tell you which one. Revoked for non-payment of fines or due to a suspension that lasted many years-the DMV here-will probably contact MO and tell them where you are. We have collection agencies also. Stay where you are-you will be better off not having your wages garnished for non-payment.

I was just at the license bureau in PA on Saturday, and a big sign on the wall says it is against federal law to issue a license to someone from another state while that license is still suspended.

While it is possible that you can obtain a license in a new state, if you are caught driving in Missouri the MULES (Missouri Uniform Law Enforcement System) is going to indicate you are revoked and you will likely go to jail. Likewise, if you are caught driving in Arizona and the officer becomes aware that your license is revoked in Missouri it will have the same result.

Many state DMV's are now linked to each other now to share info on things like traffic offenses, outstanding traffic tickets, etc. , so I think that you will be exposed as soon as you try to apply for a driver's license in another state.

they seem to be a blue state. Obama will sue the governor so the illegals can save their motive force's licenses. Then he will rigidity all states to permit motive force's licenses for use as information of citizenship for voter registration. you think of i'm kidding? in simple terms watch and see.

if you are revoked in one state you cannot have a valid license anywhere else, period. Although I have arrested people who have mistakenly been issued valid lecenses by other states in IL. It's still not valid, period.
