Santa Monica has a pier, but the beach itself isn't all that great.
Manhattan Beach has a pier and the beach is much nicer.
Huntington Beach has a pier, and it's beach is clean and family-friendly.
Without a pier, I like Laguna Beach the most. It's clean, has a good crowd, and the area around it is great with cute little restaurants and shops. Parking is probably the hardest of all, but there are big lots where you can park and take a (free) shuttle down to the beach.
Newport Beach is also nice, in the area around Balboa Peninsula.

I think all the major name beaches have piers, namely Malibu, Santa Monica, Venice Beach, Manhattan Beach, Hermosa Beach, Redondo Beach, Seal Beach, Huntington Beach, Newport Beach, and even Laguna Beach has a pier...some are modest, some are elaborate....(I am unsure what the pier in Laguna Beach is, it is not exactly opposite "MAIN BEACH which is where a lot of folks go, but I am guessing its modest pier is still public---maybe O.C. peeps can help with this one.....
I do know that some people call it the "Laguna Beach Pier"???) Some of these beaches have fire pits and board walks and almost all have parking lots and charge for parking...If you have kids, I think they would like the Santa Monica Pier Beach area...If they don't like the sand and water there are rides and things on the pier....Including my favorite---KIDDIELAND...Have Fun...

Huntington Beach at Main Street and PCH has a pier (Ruby's pier) and a great area on Main Street with restaurants, clothing stores, ice cream and rentals for the beach.

Nobody's mentioned Long Beach. It has a nice bike/walking path, a pier, and plenty of arrogant surfers.
