When used with a BATF certified and as such marked pistol lower, any barrel shorter(or longer for that matter) than 16 inches may be used as long as a pistol buffer tube with no provision for attachment of fixed or folding stock is used as well.
Foregrips may not be used on pistols with barrels shorter than 16 inches, as the BATF now considers this to be an AOW (Any Other Weapon) subject to registration and tax.

In most states, yes. Some, kalif for example, won't allow seimauto pistols that can take hi-cap mags etc so you'll need to go the bolt action route. Pistol lowers MARKED as such are legal to use 10" barrels on in most cases, though.

If you ever install a stock on the lower, it becomes a short barreled rifle and will need to be taxed as such.

The main thing is that the lower starts life as a pistol.

If you register the lower as a handgun and it had never been registered as a rifle than the short barrel is okay.

just keep a copy of the registration to prove it started as a pistol and not modified afterwards to become the pistol.

It will be legal AS A PISTOL.
It is up to you to comply with whatever state
& local registration & regulations that
apply to handguns.

You can use any AR-15 receiver that has NOT been previously assembled as a rifle. If you buy a stripped lower receiver, that has never been assembled as a rifle, you are ok. If you buy a rifle and take the upper off and put your 10" upper on it, it's a federal offense.

Yes, just don't put a stock on I did the same for my FN FAL it's now a pistol but it has a 12" barrel there fun to shoot like this.

Yes, as long as there is no way to put a stock on it. Your local laws need to be checked to be sure.
