He either hates being on the phone or is no longer into you. Can you see him in person to talk to him about it? Was he like this before?
You two need to talk about it, and it will probably be on the phone. Call him at a time when he's not busy or exhausted and work it out.

Usually men aren't the type to be very talkative on the phone. Usually thats how you can tell how much of a jerk he is going to be or it could be that he is shy or feels awkward. It really depends on how long you guys have been talking. If you just started then he is probably shy. Try talking about interests u guys share.

I don't think this is something you can fix. I would give him plenty of space. Be unavailable when he calls. This will give you time to move on. You don't need to waste your time on him. Finding someone closer is best as I do not think ldr's work.

He's trying to figure out how to dump you.
I guess that he has already met a girl that he wants to pursue, but he isn't because of you.
LDR's almost never work. Go find a real guy to treat you like the princess you are!
