I have had extensive 2nd degree burns and did not scar. Take really good care of the burns and do not let them get infected. After they heal use vitamin e on the scars.

Depends on how you handle the healing process. There will be some scarring, but it should be minimal if you keep the burns clean, then moist with a medicated ointment. Do not pick or peel the scars or dead tissue, let it heal on its own. If the burns on your neck are being irritated by clothing, try wearing looser clothes or clothes that do not touch the burns, You may have to wear light gauze bandages during the healing process. The key here is to keep the burns clean, and moist with the ointment so the gauze does not stick to the wounds. Wrap the gauze loosely so air can get in to heal the burns. Depending on how sensitive your skin is to begin with, you may always have sensitivity even after the burns heal, and you will tan differently there also.

It is possible. Depending on the treatment and the after care.
Apply olive oil frequently on the burn area to moisturise it. Avoid the sun wherever possible. A good sunblock could help to prevent discolouration of the burn area. Be patient. It will take a few months for the skin to recover.
If you can afford it, try using Dermatix to reduce the scar. Apparently, it is effective in scar reduction. I never used it personally, but I noticed it being recommended to burn and post-operative patients to minimise the scarring.

Yes, but it really depends on how its taken care off while healing. Do some research into burn creams and ointments to find out which ones work best to lessen scaring. If it gets infected then scarring is greatly increased. Burns are very prone to infection.

It's possible. The scarring will go away though. I just got second degree burns on my hands a few weeks ago, and they're almost completely gone.

yes you can, don`t touch the blisters at all, with your hands, this is ibecause it is more likely to become infected, after you have healed up well from the burns, then apply cocoa butter to the area, this will reduce the scarring.. Please don`t touch your burned area, and keep them clean and dry. God Bless

PLEASE use lots of coco butter on your burns... it softens skin and reduces your chance for scaring.
