I guess you could do it at any time, but I think it depends on where you live. I moved to SC from the Suburbs in VA last year. Here it is the first part of March and I have already bought Daisy's, tulips and Pansies. Really very spring, but in my old state of VA they are getting snow right now.

When ever you like! I put mine out maybe a bit earlier than is considered "appropriate" but it is like that light at the end of the tunnel that reminds me spring is on it's way and -50 with the windchill will soon be behind us! Do what makes you happy!

You would be TOTALLY safe NOW!! LOL (I still haven't taken my Xmas lights off my house!) Seriously though, I think mid February would even be fine. ((Be like Wal-Mart, and put them up the SAME day you are taking the previous holiday stuff down:))
They have swim suits out already!!ahhhhhh
