Well, according to Bush we won a long time ago (it had something to do with an aircraft carrier, a plane, and the term "Mission Accomplished..." ringing a bell?) However, he has repeatedly referenced the war in Iraq, so there is clearly, even according to him, a war going on there, even though Congress never declared war on Iraq. (We haven't declared war on a nation since World War II). It is clear that we will not win. It is a civil war, and we are trying to fight for all parties involved. So that means even if one party does "win," some U.S. forces will have "lost." Al-Maliki is simply a puppet, and cannot do anything of real merit to let any party win. If he did, the other parties would be enraged (The parties, of course, being Sunnis Kurds and Shiites.) Finally, we are not leaving because we are building permanent military bases over there. Clearly we have an administration that is expecting a drawn-out conflict. So, no party will win and no party has won.
