Make an air conditioning system for homes and cars that is solar powered? How about a heater powered by cold weather?

As to the second--you have to have a positive balance of energy to run any device--a heater powered by cold can't work.

But your first idea is a good one--in fact powering home air conditioners with electricity from solar power arrays is one of the main uses of solar technology.

Doing it for a car might work. A car is too small to carry the solar panels needed to power the car entirely--but it might be possible to power an AC unit with a solar panel built into the roof. At the least, it would help the gas mileage in the summer.

Done and done. for the heater check out Geothermal cold weather (snow or Ice) insulates the ground thus helping maintain a constant temp... don't have websites but I am sure you'll beable to find information out there if you want to.
