I just bought a house with an attached garage. 3/4 of the wall from the top is paneling the bottom is cement blocks. I want to dry wall the entire wall and paint. How do I go about attaching drywall to the cement part of the wall already there?

1. Drill every 4-5 feet 1/2' holes about 6" deep into top of existing concrete wall and place a greenboard on top of cement wall.
2. install redheads into the holes.
3. Place the green board on top of the newly installed bolts but predrill the holes for the new anchor bolts.
(You can place the new green board on top of the newly installed bolts and tap the green board with a hammer to mark the bolts that will need to be drilled. Use a 9/16" wooden drill bit.)
4. place a 2x2x3/16" washer and add a hexagon nut and secure the greenboard to the concrete wall as you screw the nuts the
red heads tighten inside the concrete and secure the presure treated green board to the existing concrete wall
5. use regular sheet rocknails to nail and secure the sheet rock to the new greenboard.
6. At bottom of concrete and as needed predrill 1/4" holes into other areas of concrete and intsall 1/4" or similar plastic inserts
into concrete to screw in sheet rock screws into predilled inserts
to secure new sheet rock to the existing concrete wall.
7. Remove and replace any existings wall studs and nail existing and new studs to the newly installed green board.
Good luck, Anatole

You will lose a little bit of space, but you must frame in a little wall up against the blocks before attaching the drywall.

you need to take down the dry wall and build a wood frame for it then you need to put insulation(fiber glass) inbetween the wall and the dry wall. then you can put up the drywall and paint it.
