This depends on how old you are. If you are 15 or under, I really don't think it matters because you're too young for love.
If you are 15-20, you're still too young for love but now sex comes into play, and the hormones are probably raging. Try going on a date with the girl first, but play it off my losing a stupid bet. "I bet you I drink four raw eggs, loser has to buy the other coffee"
Of course, if you are over 21, just take her to a bar and get her loaded. In my vast experience with the women, it has worked out better when I hold off and let the girl express her emotions first. So just play it cool for a couple more weeks, and if it doesn't work out, there is always internet porn.

That all depends on how you think she feels about you.... If she flirts back, seems interested, or is jokes with you, strike while the iron is hot. If that turns her off, so be it, but at least you won't have let another guy into the spotlight while you were being nice.

Don't tell her you really like...cause then that's just plain weird...but don't hide your feelings either, let her know, that you like her, and see what happens, hopefully she's feel the same way, but also let her know, that you don't want to let anything come in between your friendship, that way you still have one extra friend...lol

make a call at the beginning. Your ex or this new female. It seems such as you have a good possibility with the two. as quickly as you have desperate, decide for it and don't provide the different courting from now on theory.

TELL HER BEEFORE SOMEBODY ELSE DOES....because if tyhat happens you will never have achance because they will be stuck together forever and you will always regret not asking when you had the chance and trust me you dont want that on your shoulders.

To me I think that you shouldn't. Instead, take it slow get friendly with her and then start to get flirty. Acting to fast to me seems a little strange. Hope this helps!****
