REMOVAL
1. Drain coolant from radiator and cylinder block.
2. Remove drive belts.
3. Remove crank pulley.
4.Remove timing belt covers. Note: It is not necessary to loosen or remove the timing belt during water pump service.
CAUTION: When removing water pump assembly, be careful not to get coolant on timing belt.
5. Remove water pump.
INSPECTION
Check body assembly and vane for rust or corrosion.
Check for rough operation due to excessive end play.
NOTE: Water pump cannot be disassembled and should be replaced as a unit.
INSTALLATION
1.Use a scraper to remove old liquid gasket from water pump.
Also remove old liquid gasket from mating surface of cylinder block.
2. Apply a continuous bead of liquid gasket to mating surface of water pump.
Use Genuine Liquid Gasket or equivalent.
3. Install water pump.
4. Install remaining parts in reverse order of removal.
5. Install drive belts.
6. Refill engine coolant.
After installation, run engine for a few minutes, and check for leaks.

The fuse is blowing because you have high current in the circuit, and you are probably looking for a short to ground in the circuit. Normally open relays usually fail in the open position, and even if it were stuck in the closed position it would not increase current flow in the circuit, it would simply complete the circuit. Be very careful when jumping the relay, Nissan has a specific technical bulletin that warns about damaging the ecm(engine control module). There were a couple of things I noticed about the circuit. The IAC valve air regulator is integrated into the circuit and the computer grounds the fuel pump relay. I would take the following steps to diagnose the circuit in order. I am assuming that no other fuses are blowing in the vehicle. These steps are based on the fact that no other fuses are blown. There is a remote chance as you mentioned the fuse box is bad. No recent accidents? 1. Pull the 15 amp fuse that is blowing. 2. Turn the key to the on position. 3. Using a test light connected to the negative terminal note or mark which side has power where the 15 amp fuse was pulled. 4. Put the key in the off position. 5. Disconnect the fuel pump connector 6. Disconnect the IAC valve air regulator connector. 7. Connect the test light to the positive battery terminal. 8. Leave the fuel pump relay installed. 9. Probe the side of the fuse terminal that did not have power(or the side that was not marked). with the test light. refer to step number 3. 10. If the test light illuminates you have a short to ground in the circuit. 11. If yes you would next take out the relay and probe each of the four terminals to determine which leg of the circuit contains the short to ground. As far as a clogged fuel filter you mentioned that the fuse popped as soon as you turned on the ignition switch. I would think that if the fuse were to blow because the fuel pump were heating up it would have to run for a while and the filter would have to be completely clogged. I would definitely change it if you cannot remember the last time it was done. Good luck

the water pump is under the timing cover remove timing cover to access the water pump and replace it be sure to remove all old gasket material or it will leak
