Settle in for a wait and the potential for dissappointment. Or man up, kill your best-friend and run away with the woman.
Here's the thing... if you are really best friends, you owe it to him to be cool and wait it out. But you have to prepair yourself for the possibility that it could end badly between them if it does ever end. Then, as a best friend, you need to be there to support your homie, putting your desire for her on the back burner. You have to feel him out, too. It may never be okay with him if you see her. Then you're going to have to choose between your friend and the girl of your dreams.
Even if it ends perfectly well between them and they part as friends, there may be a problem for her as far as dating you would be concerned. She may find that she is uncomfortable dating someone that is such an important part of her Ex's life.
All this aside, you do deserve to be happy. If you feel that they aren't going to last - you could talk to your friend about it. It will probably cause some resentment if you just come out with, "Hey, I want your woman - you two aren't going anywhere..." kind of thing so be gentle. You might feel him out see if he's interested in someone else - it is possible - then proceed with caution.
Honestly, I had this happen in 3rd grade and I never recovered from it. So... if I were to have to do it all over again. I'd seriously have to just interrupt all their plans and throw it out there like I was nuts. I'd explain to her that I couldn't get her out of my mind - ever - and that I just wasn't comfortable in my own life without her. If it needed more than that... well... my buddy might have to become a huntin' accident.
There's nothing like living with the, "what if," that runs through your mind, everyday, for the rest of eternity if you never do anything about it.
Take her out and tell her how you feel. You just need to be really damn sure how you really feel before you do anything because you could be losing a friend, losing a girl, losing any chance with that girl.... so many possibilities. Be sure of your feelings for her.

I would keep my feelings to myself and try to stay away from her until I can control them. That's a terrible situation to be in and its not worth it. This is not worth you losing your friendship with your best friend, friends ESPECIALLY best friends are really hard to come by!

that happened to me a couple years ago, i just waited it out, they broke up and i ended up going out with her a little while after that

u should have respect for him and his gf, and when they break up, see if its ok with ur friend before u date her, if its ok with him then go for it. good luck
