It sounds like the internet may be one of your few options, but I have another. Have you checked with any of your local animal boarders or doggy day cares? Check with a high-end boarder. They often carry high end food for their boards. Another would be for you to make the food, yourself. The only dog food my Basset Hounds will eat is Nutro. We have tried everything under the sun and this is the only food that they have stayed on for over a month. They are 11/2 and heatlhy, but until we found Nutro, they have never gone through two bags of the same dog food. We tried Iams, Pedigree, Purina One, Beniful, Puppy Chow, Science Diet, Eukenuba, and every other food and this is the only one they will eat.. They have been on it for 6 months and I have no complaints so far...

The best food is at the organic grocery stores. It's also fairly expensive. But with a papillon that's probably not as much of an issue as it is with our Giant Schnauzer. Honestly a lot of that food sounds better than what I feed myself. Stay away from food with corn in it. It's a filler and not especially good for dogs (some are allergic to corn).
You could also look at preparing her food yourself. I believe there is a diet called the BARF diet that has raw food and veggies in it.

there is nothing wrong with nutro max my uncle raises brittanys and all are health and beautiful eukanuba is also a very good food it can make them a little gassy though depends on the dog. sceince diet is another great food. petsmart sells all three of these foods and you can buy them online through petsmart if tou had to.if a grocery store is easier than go for either iams or purina one both good foods.all dogs are different so see which he does best on. just remember suddenly changes his food can cause diarrea its best to slowly mix the together gradually increasing the new food over 7 days

well, you know you need to look at it this way. It is just like human food consumption. What do the nutritionists tell us day in and day out...this is good for you today, tomorrow it is not....this diet is good for one, then to another it is not. Keep this in mind when choosing what is best for for your animal. Every animal is different just as every person is different.
For myself, i have a pet toy poodle. WE have tried feeding him everything and it has come down to feeding him gourmet grilled chicken. Yes, this is something that you and i would put on the dinner table and would cost roughly about $6 a person if you went to a restaurant, not including a side dish. Sometimes, we cook up extra lean ground beef for him as well. Yes, extra lean meaning the best quality you can buy. In other words, we feed him HUMAN food....straight off of the HUMAN shelves for HUMAN consumption...just keep away from feeding them chocolate...although a few from time to time...and i mean like 2 at most..is fine. Read up on what you absolutely can and cannot feed them as far as human consumption. The rest is by trial and error as far as what they are able to digest.
With our cats, we buy them the best cat food money can buy, however, if we didn't have the money you can be sure we would be buying whatever was within our budget. You treat your animals as you do your own family okay? What would you do if it was your child?
And, well look at all the responses, they are all different opinions right based on what is best for THEIR own "families" or "pets".

Check with locl Co-ops. I was able to find a higher end dog food at a local garden center co-op. This was the same food I found at dog shows and was ordering online and having to also pay shipping.
Do you know which label you're looking for: Diamond? Eagle Pack? Wysong? BARF? These are all names of excellent human grade dog foods. These are common ones to find online and also in some co-ops.

I can tell you how to find a good food and hopefully that will help in your search. The first PetSmart in my area hasn't opened so I'm not real familiar with what they carry.
The time is now. Change her to a high quality food.
Puppy food is actually bad for puppies.
Explanation as to why puppy food is BAD for puppies, especially large breed pups: It contains WAY MORE protein than needed. It causes rapid growth, rapid growth then leads to future bone and joint problems. Feeding a high quality all stages food will promote a more desired slow growth, and thus lessen the chances of bone and joint problems later. Puppies should grow up slowly, not spring up like weeds.
In my opinion "puppy" foods should only be fed to pregnant and lactating dogs who actually can use all that extra protein and calcium.
Nothing you find at a grocery store is going to be a good food. High quality foods can be found at large pet store chains, or online. A couple of foods I like are Nutro Natural, Innova, Innova Evo and Cannidae.
There are other high quality dog foods. Here's how to spot them:
A high quality food will have little or no fillers such as corn, wheat or soy. These aren't very digestable for dogs, and are common food related allergens. Since you were seeing corn meal in the first few ingredients, those are not high quality foods. Foods list ingredients by content, with the ingredient it contains most of at the top.
A high quality food will not contain BHT, BHA or Ethoxyquin, these are all chemical preservatives that have been linked to cancer.
A high quality food will not contain by-products of any kind. Meat meals are ok as long as the source of the meat is listed, such as Chicken Meal.
A high quality diet should have meat as at least the first ingredient., and be made from human grade ingredients. Foods that don't use human grade ingredients often get their ingredients from less than desirable sources, such as meat from animals that were diseased, or euthanized.
There is another diet option other than dog food. Some people choose to feed a raw diet. This involves feeding the dog raw meaty bones and organ meat. However it is not as simple as throwing a couple chicken bones in a bowl everyday. If you wish to feed this type of diet, do lots and lots of research first. Switching to this diet without knowing what your doing can lead to nutritional problems for your dog. I'll give you some links as a starting point in research if you are interested in this type of diet.

well petfooddirect.com has LOTS of good food to choose from...some examples are : innova, eukanuba is good also, wellness, royal canin, canidae, breeder's choice pinnacle. They're lots out there just go to that website and go to dog section & click on all natural dog food. I know Royal Canin has food for specific breeds too.

If you live in a state with a COSTCO they have KIRKLAND brand dog food and puppy food. It is very healthy and can be fed to puppies under 12 months. Also cheap...
But... all manufactured food always has something wrong with it... even for humans and stuff...
Also some humane socioties have stores with good dog food.
You feed your animals and the ones over there! 2-in-ONE!

Solid Gold dog food is really good. You can get it at some pet shops. I started my dog on it when he developed arthritis and he is so much better. Also Solid Gold is good for pets with allergies and they make a cat food, as well.
The commercial stuff you buy is full of additives.
