If it is a work PC then go to the administrator and ask why. If it is your own PC and you have administrator privileges then unlock it.

Fix what problem??
If your admin locked the task manager, they did it for a good reason. So unauthorized personel cannot change what they shouldn't. Whenever you have a Windows OS in the corporate world, it will be locked down to minimized down-time due to viruses, user errors and Crackers (hackers that maliciously set viruses and keyloggers).
If this is a work computer, call your help desk. They will fix the problem.

Log on as the main user (administrator) and go to control panel to unlock the task manager.
