I don't believe it does, this is why...The bar is made of anti-bacterial compounds. If dial soap can kill 99.9% of all bacteria on your skin why not on itself. I see no reason why it wouldn't. Also if the soap were to become infected with anything you would probably notice a discoloration.

I've heard that it does carry a lot of germs, but I don't think it's anything to really be alarmed by. I guess if you held it under hot water for a few seconds, the germs would wash away.
