God. A man's wisdom must rest in God. This is what St. Paul says in 1 Corinthians 2,5:
"so that your faith might not rest on men's wisdom, but on God's power."

Wisdom is the application of knowledge. It is knowing how to live and then living that way. It is knowing what to say and then saying it. It is knowing what to do and then doing it. Wisdom builds with experience as does knowledge.
