Right click on it and make sure it's Unlocked then left click on it and drag it where you want it.

Right click on it, and make sure "Lock the taskbar" is unticked

Then just click in a blank spot and drag to the bottom of the screen

Real easy. Just put your mouse over the edge of the taskbar until you get the double arrow. Hold the right mouse button down and drag it to the bottom of your screen, sometimes it will pop over to the right or left side. Just repeat until you get it where you want it.

Once you get it where you want it Lock the taskbar. Problem solved.

You have to click on an empty spot on the taskbar, then drag down.

LEFT-Click it with the mouse and DRAG the sucker down there.
