If you are suggesting that the designation 1st dan blackbelt is redundant, the answer is yes, but it is done because many people don't know what "dan" means.

Becoming a black belt is just the first step.
A black belt means that you are competent as far as the basics are concerned.
There are several grades within the black belt (some martial arts also have a different color rank once you are well into your studies.)
Some martial arts even give you a white belt after you have finished your black belt studies. i.e.; You go back to where you first started.
Once you know the basics, you start the ART part of the martial art (internal aspects and philosophy.)

Before the "dan" ranks you have the "kyu" ranks. Usually starting with 6th kyu up to 1st kyu. Once you have completed 1st kyu you then test for your 1st dan (shodan) rank. The dan ranks are identified by their black belts. Usually with a gold stripe to signify the dan. One stripe equaling 1st dan and so on.

1st Dan....2nd Dan it all amounts to the same, Senior Student. Shodan, Nidan, Sandan. They all are different levels of Student status. By Senior Student i mean they are actually learning the art of their choice now, not just the basic movements and drills.

You are correct, both are black belts. However, there are sub-ranks within the black belt rank and they are called dans, usually 1st thru 10th. The higher the dan, the higher the sub-rank.

mee,
I would find that a bit redundant...
Perhaps they are explaining to folks who are not familiar with the kyu/dan system of rank, and want folks to know that whatever dan means black belt.
I dunno...all that means to me is that whomever it is is an advanced student of that particular art.
