even though you have a 4.0, can you get into a UC with no AP classes and without a scholarship?

Try it. Write a really good application essay. But, apply to CalState and/or a community college for backup. (and, apply to several UC's)

Well, it is possible, but if it is competitive, then you also have to look at all the kids with over a 4.0 GPA, scholarships, and AP classes, who they're probably more likely to accept first. Good luck!
