It can really depend on the amp too. But I'd personally say the jbls.

If a speaker is more efficient it will need less amplifier power to drive the speakers. You need to compare each individual speaker since there may be differences within a same brand. Whichever speaker has the higher efficiency will play louder with less power but you must also look at the power handling capability because the more power it can take the louder it will play also so it will be a combination of the 2. Usually you want an efficiency rating over 90.

Louder does come from the speakers as well as the amp. You want efficient speakers to make the most of what your amp is sending them. Look at the SPL (Sound Pressure Level) rating of the speakers and this will tell you which is more efficient. A speaker that has a SPL rating of 90 is a whole lot louder than a speaker with a SPL rating of 88. I would look for a SPL rating of about 92 or 93 if I were buying speakers. That is about as good as it gets without spending a ton of money.

Louder comes from the amplifier, not the speakers.
